Position: ISP Data Migration Specialist / Application Support (Interim)
Location: Britannia House, Hall Ings, Bradford, BD1 1HX
Start Date: ASAP
Contract Duration: Until 1 January 2027
Working Hours: 37 hours per week, Monday to Friday, 9:00 am–5:00 pm
Pay Rate: £470.30 per day

Job Responsibilities
  • Lead and support data migration activities throughout the project lifecycle.
  • Extract, transform, cleanse, map, validate and load data from legacy systems into the new case management solution.
  • Analyse legacy data structures and identify migration requirements.
  • Design and maintain ETL processes and data transformation routines.
  • Develop and maintain data mapping specifications between source and target systems.
  • Profile datasets and identify duplicates, inconsistencies and data quality issues.
  • Develop migration scripts and automated processes where appropriate.
  • Conduct test, rehearsal and production migrations.
  • Perform data reconciliation and validation to confirm accuracy, completeness and integrity.
  • Support User Acceptance Testing (UAT) and post-migration verification.
  • Provide application support, maintenance, configuration and development where required.
  • Investigate system and service issues and support the implementation of corrective and preventative actions.
  • Maintain accurate technical, migration and service documentation.
  • Work collaboratively with Business Analysts, Project Managers, technical teams, system suppliers and Adult Social Care colleagues.
  • Provide progress updates, contribute to risk and issue management, and support delivery within agreed timescales.
  • Ensure data is handled securely and in accordance with GDPR, information governance and Council policies.
  • Follow relevant IT service management processes and contribute to continuous service improvement.
Person Specification Must-Have Requirements
  • Proven experience delivering large-scale or complex data migration projects.
  • Strong knowledge of data migration and ETL methodologies.
  • Advanced SQL skills, including data extraction, transformation and validation.
  • Experience working with relational databases and large datasets.
  • Experience in data profiling, cleansing, mapping, reconciliation and validation.
  • Strong analytical and problem-solving skills.
  • Ability to interpret complex business rules and translate them into migration requirements.
  • Experience producing data mapping, migration and technical documentation.
  • Experience providing application support within an ICT or business systems environment.
  • Knowledge of ITIL principles and IT service management processes.
  • Ability to work effectively with both technical and non-technical stakeholders.
  • Strong written and verbal communication skills.
  • Ability to work independently, manage competing priorities and meet deadlines.
  • Strong attention to detail and commitment to data quality.
  • Understanding of GDPR, data governance and information security requirements.
  • Relevant BTEC National Level qualification or equivalent experience in an ICT/business systems environment.
Nice-to-Have Requirements
  • Experience delivering data migration projects within Local Government or the NHS.
  • Experience of Adult Social Care system migrations.
  • Experience with one or more of the following systems:
    • TPP SystmOne
    • System C Liquidlogic LAS
    • ContrOCC
    • Mosaic
    • Frameworki
    • Other social care case management systems
  • Experience with Microsoft SQL Server, MySQL, SSIS or Azure Data Factory.
  • Experience with Microsoft Fabric or other data migration tools.
  • Advanced Microsoft Excel, Power Query, Power BI or Python skills.
  • Experience working with Azure or cloud-hosted applications.
  • Familiarity with Azure DevOps, Jira, SharePoint, Teams or Microsoft 365.
  • Knowledge of social care data standards, statutory reporting and regulatory requirements.
  • Relevant degree or equivalent experience in Computer Science, Information Systems, Data Management or a related technical discipline.
  • Experience supervising specialist external technical consultants.
